Vice President signs collective agreement securing job stability for public health workers

On December 10, 2025, Vice President María José Pinto signed the Second Review of the Eleventh Collective Agreement for workers of the Ministry of Public Health (MSP). The signing took place in the presence of Harold Burbano, Minister of Labor, and Jorge Moncayo, Secretary General of Osuntramsa. The event was held at the auditorium of the Social Government Platform in Quitumbe, south Quito.

Vice President Pinto emphasized the government’s ongoing commitment to supporting health sector workers. “Today is a special day because we are here to sign an agreement that allows us to continue moving forward together. This signature is not just a document; it is a reflection of dialogue, listening, and a path built with respect,” said Pinto.

Rosa Morocho, an MSP official, expressed gratitude for government support: “We thank the National Government, the Vice President of the Republic, who has been like a mother’s heart to us, who supported us and is a source of pride for our group.”

Rosa Crespo, one of 16,419 employees from this ministry and member of Osuntramsa’s committee benefiting from this right under labor law regulations, commented on the significance: “It is a reality that after eight years we have job stability that benefits all workers. We are happy to fight for our rights and today it has been realized with support from the Vice President.”

After the signing ceremony, Vice President Pinto met with deputy ministers and undersecretaries from MSP to review progress on purchasing medicines and medical devices as part of an emergency declaration aimed at ensuring availability across all health facilities nationwide.

The meeting also covered updates on how the health system operates currently; investments in hospital infrastructure improvements; progress in national influenza vaccination campaigns targeting vulnerable populations; efforts against measles; outcomes from strategies addressing HIV/AIDS and mental health; as well as measures combating chronic child malnutrition—all focused on prevention and health promotion.

The Ministry reaffirmed its commitment to carrying out comprehensive actions designed to strengthen Ecuador’s National Health System.
