Luis Cabezas-Klaere, president of the Function for Transparency and Social Control (FTCS) and superintendent of Companies, Securities, and Insurance, participated in the closing event of the 2025 Transparency Sessions held at the Manabí Prefecture Auditorium in Portoviejo. The event was organized to mark International Anti-Corruption Day.

During the event, Cabezas-Klaere signed the Letter of Adherence to the National Plan for Public Integrity and Fight Against Corruption 2024–2028 alongside Manabí prefect Leonardo Orlando. In his remarks, he acknowledged efforts by the Prefecture to promote management based on ethics, service, and public responsibility.

The gathering brought together local authorities and stakeholders. It included a closing ceremony for transparency-related activities conducted in the region and an awards presentation for winners of competitions designed to foster an institutional culture grounded in values.

The signing of the Letter of Adherence is described as an important step toward consolidating coordinated national and local efforts aimed at implementing public policies that ensure greater transparency in management and effective mechanisms to combat corruption.

According to FTCS, coordinated work among institutions is essential for promoting integrity and strengthening public trust in administration.
