Luis Cabezas-Klaere, president of the Transparency and Social Control Function (FTCS) and superintendent of Companies, Securities and Insurance, took part in the seventh edition of the Transparency Summit. The event, organized by the Ecuador chapter of the World Compliance Association (WCA), is considered a significant regional meeting on regulatory compliance, integrity, and corruption prevention.

At the opening session, Cabezas-Klaere was joined by Santiago Solines, president of WCA Ecuador; Alba Lema, president of WCA International; and Diana Jácome, president of the National Assembly’s Transparency Commission. The officials agreed on “the importance of strengthening regulatory compliance programs and practices that seek to prevent corruption risks in all areas of the country.”

Cabezas-Klaere also participated as a panelist in the plenary session titled “Building an Integrity Pact.” He shared experiences as head of FTCS and emphasized: “the importance of articulating efforts between the public and private sectors, consolidating cooperation mechanisms, strengthening control systems, and promoting a culture of transparency as a basis for preventing corruption.” He added that enhancing regulatory compliance is a priority to “promote integrity and business competitiveness.”

Alfredo Gil Estrada, National Superintendent of Insurance, contributed to a working group on managing compliance risks in private insurance and health sectors. He discussed sector challenges such as risk anticipation and stressed “the importance of strengthening the culture of compliance in these economic activities.”
