The government of President Daniel Noboa has launched new initiatives in Guayaquil aimed at improving education, employment, and housing for local families. On February 13, the president led an event titled “Real Opportunities for Guayaquil: Education, Employment and Housing,” highlighting several measures to support residents.

During the event, Noboa emphasized a national focus on “services, construction and development, as well as support for youth,” adding that efforts would begin in Guayaquil because these actions impact people’s present and strengthen their trust in the future.

As part of the initiatives, the government is providing 2,000 training scholarships to artisans. The Minister of Labor, Harold Burbano, stated that “the sector needs to become more technical and requires support from the State.” To facilitate this goal, a partnership was signed with World Literacy Organization SL (WLO), which works to promote quality education centered on inclusion and diversity. Through this collaboration, artisans will have access to six-month programs covering innovation strategies, entrepreneurship and business leadership; management of communication companies and social media; as well as digital strategy and marketing for innovative businesses.

In addition to artisan training opportunities, 1,341 academic scholarships are being distributed through the Ministry of Education’s Futuro Femenino program. This initiative encourages women aged 18-29 to pursue public technical or technological higher education. According to Minister Gilda Alcívar, USD 1.1 million has been allocated for this effort.

President Noboa addressed recipients directly: “In the New Ecuador we trust you and know that when we strengthen talent and generate alternatives we guarantee well-being and dignity.”

Beneficiaries at the event expressed appreciation for these policies. María Luisa Ayala, an artisan scholarship recipient, said: “For the first time a government sees us seriously—as capable… Mr. President, when an artisan receives training and presidential support our country moves forward.”

Housing was another area addressed during the gathering. The Ministry of Infrastructure and Transport delivered a home to one selected beneficiary based on technical and social criteria. This measure aligns with ongoing national housing policies such as Miti Miti, Credicasa and Casa 100 programs designed to expand access to decent homes for Ecuadorian families.

Before closing the event, President Noboa reiterated his administration’s priorities following fiscal stabilization efforts: “That is the New Ecuador—a country that invests in its people; a brave nation with a strong government that grows stronger by working on-site—walking around visiting truly supporting its people.”
