President Daniel Noboa Azin visited the Monay–IESS traffic distributor project in Cuenca, Azuay province, on March 18 to review its progress. The project is considered a key infrastructure development for improving mobility in southern Ecuador.
The initiative addresses a longstanding need in the Monay sector, located at the northern entrance of Cuenca and serving as an important connection point with Azogues. For over a decade, this area has experienced heavy traffic congestion, accidents, and limited road infrastructure.
Minister of Infrastructure and Transport Roberto Luque said the project involves an investment of USD 43.3 million and has reached 25 percent completion, which is ahead of schedule. The construction is expected to create 300 direct jobs and about 400 indirect jobs, with completion planned for August 15, 2027. “For August of this year, the first overpass could be opened so that afterwards the second can be built,” Luque said.
The Monay–IESS distributor is being built in two phases to maintain traffic flow during construction. The first phase includes building an overpass from Azogues to Cuenca and an underpass on Cuzco Street; the second phase will add an elevated bridge from Cuenca to Azogues. This new infrastructure aims to improve safety and efficiency for drivers while supporting economic, commercial, and tourism growth in the region.
Luque also said that under President Noboa’s administration, irregular practices that previously delayed public works have been eliminated by streamlining administrative, financial, and oversight processes. He emphasized that officials are now evaluated based on how quickly they process contractors’ invoices to ensure timely and transparent use of resources.
According to government statements, President Noboa’s visit reaffirms his commitment to delivering long-awaited projects for citizens. The Monay–IESS distributor is presented as evidence of efforts to address community needs through concrete actions.
