The Minister of Telecommunications and the Information Society, Roberto Kury, announced on March 24 that private company Otecel (Millicon) will invest $450 million in Ecuador over the next four years to expand its telephone infrastructure and modernize services.
This investment is intended to renew the country’s mobile network, which officials say will lead to a significant improvement in service quality and user experience. The new funds are in addition to those previously agreed upon as part of negotiations for the use of radio spectrum that took place in November 2025.
Kury said these resources reflect the confidence and legal security provided by the government as well as its investment policies promoted by President Daniel Noboa. “These resources demonstrate the trust of the private sector in policies implemented by President Daniel Noboa’s National Government, aimed at boosting the economy, strengthening connectivity, and closing digital gaps for citizens,” Kury said.
In addition to Otecel’s announcement, Kury also recalled a recent commitment from América Móvil – Conecel S.A., which plans an investment of $600 million over three years to strengthen its technological infrastructure.
Government officials say these investments highlight ongoing efforts to attract private capital into Ecuador’s telecommunications sector with goals of improving digital access across communities.
