Judicial Council joins technical meetings on Ecuador’s digital governance transformation

The Judicial Council took part in technical meetings aimed at advancing Ecuador’s digital governance transformation. The sessions, held at the Casa de la Cultura Judicial, are part of the “Leading the Transformation of Digital Governance in Ecuador” project, which is funded by the European Union and coordinated by Team Europe.

The meetings brought together representatives from the EU’s Initial Mission in Ecuador and an implementing consortium made up of Fundación para la Internacionalización de las Administraciones Públicas (FIAP), eGov Academy, and Corporación Ecuatoriana para el Desarrollo de la Investigación y Academia (CEDIA). Delegates from the Judicial Council participated alongside other institutions in the security sector to help consolidate a national interoperability ecosystem.

The Judicial Council was represented by María Dolores Avilés from its International Relations and Cooperation Coordination office, as well as officials from its National Directorates for Access to Justice Services and Procedural Management. In discussions under Component 2, they presented proposals to strengthen secure information exchange between entities such as the National Service for Comprehensive Attention to Adults Deprived of Liberty and Adolescent Offenders (SNAI) and other organizations related to public security.

These efforts aim to improve judicial efficiency, fight organized crime, and protect rights—particularly those of vulnerable populations.

Technical discussions also addressed Component 4, focused on building national capacity in cybersecurity and data protection. This priority area involves cooperation among several government bodies: Ministry of Telecommunications (MINTEL), National Directorate of Public Registries (DINARP), Ministry of Interior, SNAI, Judicial Council, and international partners. The goal is to prepare Ecuador for threats such as drug trafficking, terrorism, money laundering, and corruption through more secure and coordinated systems.

The consortium will determine next steps for defining a roadmap that will guide technical implementation across both areas.

“With its contribution in these forums,” reads a statement from the press release, “the Judicial Council reaffirms its commitment to technological modernization, interoperability and building a more agile, secure and effective justice system for all Ecuadorians.”
