Luis Cabezas-Klaere, president of the Function of Transparency and Social Control (FTCS) for 2025, presented the annual accountability report to the National Assembly. The presentation was made in accordance with Article 47 of the Organic Law of Legislative Function.
Cabezas-Klaere emphasized that accountability is more than a legal requirement; it represents a commitment to citizens and supports building a closer relationship between the state and society. “Working with transparency is not just fulfilling a legal obligation; it is building trust and raising the way we relate as a society,” he said.
The report highlighted progress in implementing the National Plan for Public Integrity and Fight Against Corruption 2024–2028. It also covered the launch of the Accompaniment and Monitoring System (SAM), which allows tracking institutional commitments with verifiable information available to citizens. On this point, Cabezas-Klaere stated, “We have moved from words to action, from reactive control to structural prevention of corruption.”
He concluded by saying that serving with honesty leaves an impact beyond individual roles or terms in office. “Integrity can take us to a higher level as human beings and as a country,” he added.
