Ecuadorian government collaborates with GIZ to advance digital citizen participation platform

On February 3, 2026, representatives from the Ministry of Telecommunications and Information Society (MINTEL), the Presidency of Ecuador, and the German Technical Cooperation agency (GIZ) met to coordinate strategies for ensuring the sustainability and continued rollout of ParticipaEC, a digital platform designed to enhance citizen participation.

The meeting was led by Ricardo Gutiérrez, Vice Minister of Information and Communication Technologies. During the session, officials reviewed key milestones of the E-Participa project, which is part of Ecuador’s Second Open Government Action Plan.

According to those present, ParticipaEC is Ecuador’s first unified national platform aimed at promoting digital citizen engagement within public institutions. The platform emphasizes accessibility, inclusion, and user-centered design to encourage active public involvement through technology.

As a result of the meeting, participants agreed on a short- and medium-term roadmap. This plan includes technical quality tests for ParticipaEC, formal transfer of management responsibilities to MINTEL, gradual deployment across government entities, training for public institutions, interagency coordination efforts, and outreach initiatives targeting citizens. MINTEL reiterated its commitment “to promote digital tools that strengthen citizen participation, transparency and collaborative public management in the country.”
