Ecuador secures $2 million from CAF to strengthen aviation sector

The Government of Ecuador has signed a technical cooperation agreement with the Development Bank of Latin America and the Caribbean (CAF) to strengthen the country’s aviation sector. The agreement, formalized on January 28 during the 2026 Latin America and Caribbean International Economic Forum in Panama City, provides for a non-reimbursable assistance package of $2 million.

The funding aims to enhance air connectivity in Ecuador through a comprehensive program that includes feasibility studies, structuring processes for acquiring equipment, and rehabilitating aviation infrastructure. The program also seeks to develop institutional capacities, improve regulatory frameworks, and promote public-private partnerships.

According to Roberto Luque, Minister of Infrastructure and Transport, “The actions contemplated prioritize the role of the State as planner and regulator of the national air system, with an approach aimed at improving operational safety, service efficiency, and the country’s connectivity for the benefit of citizens and productive development.”

The agreement was also signed by Sergio Díaz-Granados, executive president of CAF. He emphasized that this cooperation reaffirms Ecuador’s access to specialized technical assistance and strengthens state institutional capacity.

“This cooperation is part of the management of the Government of Nuevo Ecuador, aimed at consolidating a safer, more efficient and modern air sector for the benefit of national development and users of the air transport system,” said officials.

The initiative is based on Resolution P.E. 1993/2025 approved by CAF on December 25, 2025. It supports an integrated program to bolster Ecuador’s aviation sector through targeted investments in infrastructure and regulatory improvements.
