Ecuador’s Ministry of Infrastructure and Transport reports over USD 644 million invested in 2025 projects

The Ministry of Infrastructure and Transport (MIT) presented its accountability report for the fiscal year 2025, highlighting on Apr. 20 that more than USD 644 million was invested in national infrastructure projects aimed at improving connectivity and economic development across Ecuador.

This annual report is significant as it details how public funds were used to enhance roadways, multimodal transport, housing, and territorial development. The ministry said these efforts are intended to boost the quality of life for Ecuadorians by facilitating safer travel, supporting commerce, and encouraging private sector investment.

Minister Roberto Luque outlined several key initiatives undertaken during the year. Among them were major road construction projects such as access routes to the Quinto Puente (sections 4 and 5), reconstruction of corridors like Guayaquil – Quito (Buena Fe – Jujan), Guayaquil – Riobamba (Balbanera – Pallatanga – Cumandá), Eje Minero, Guayaquil – Machala (El Guabo – El Garrido), Yambo – Ambato, and Cuenca – Molleturo – El Empalme. The ministry also worked on maintaining roads throughout Sierra, Costa, and Amazonía regions to ensure safe and efficient mobility.

In response to the ongoing recovery from the 2016 earthquake in Manabí and Esmeraldas provinces, MIT continued infrastructure rebuilding efforts under its Reconstruction Plan. “Vamos a cumplir con todo. Este 2026, declarado por el presidente Daniel Noboa como el Año de la Construcción, será un periodo de resultados y obras concretas. Hoy lo digo con total convicción: estamos cambiando el país y lo estamos cambiando para bien… generando empleo y desarrollo para todos los ecuatorianos,” said Minister Luque.

A government decree issued in August expanded MIT’s responsibilities by integrating the Ministry of Urban Development and Housing along with the Secretariat for Public-Private Investments into its structure. This allowed MIT to take on new housing initiatives such as investing USD 146.43 million through programs like Casa 100—which delivered over a thousand homes—and issuing thousands of mortgage credits via Crédito MITI-MITI.

The ministry also reported progress modernizing logistics infrastructure with projects including a refrigerated warehouse at Puerto Bolívar port—expected to triple truck flow rates—and an expanded pier at Posorja port now measuring over 700 meters long. A maritime traffic control system was installed to improve safety along Ecuador’s coastlines.

To conclude his remarks, Luque said that MIT continues working nationwide alongside private partners “to drive investments… improve quality of life… with responsibility, transparency and commitment.” He added that President Daniel Noboa Azín remains committed to advancing Ecuador’s competitiveness through tangible infrastructure improvements.
