The Ecuadorian government, under President Daniel Noboa, is allocating over $130 million to improve road infrastructure in the province of Azuay during 2026. This announcement was made by Roberto Luque, Minister of Infrastructure and Transport (MIT), during a press conference following his inspection of the Monay–IESS Traffic Interchange construction site.
The Monay–IESS project, located on the Cuenca–Azogues highway, has received more than $43 million in funding. Luque reported that construction progress is ahead of schedule: “We are at 17%, when the initial plan contemplated between 10% and 12%,” he stated. If this pace continues, the overpass for Azogues–Cuenca traffic will be operational within the year, after which work will begin on the opposite lane’s structure.
Luque also noted that supervision is underway for the 12 de Octubre and Gapal interchanges. The ministry expects to publish calls for bids for these projects between June and July.
Regarding the Cuenca–Molleturo–El Empalme road, Luque confirmed that a contract was awarded on February 4. After required guarantees are submitted by the contractor, construction will begin. The project’s investment exceeds $21 million and is financially supported by the World Bank.
For improvements on the Cuenca–Girón–Pasaje route, MIT is conducting studies at 41 critical points with support from an international lender. The final investment amount will be determined once consulting reports are complete. The consultancy will also review plans for a southern access route to ensure technical and economic viability.
Luque additionally visited Praderas de Bemani housing complex where 177 social interest apartments are being built. These homes qualify for Miti-Miti credit through both public and private banks as well as Credicasa via Banco del Instituto Ecuatoriano de Seguridad Social (BIESS).
According to Luque, “In this 2026, in the year of construction, the Ministry of Infrastructure and Transport consolidates a strategic agenda that prioritizes road and housing works throughout the country, energizing the economy, generating employment and strengthening territorial connectivity to boost development in Azuay and Ecuador.”
