The Ecuadorian government, through the Corporación Eléctrica del Ecuador (CELEC EP), is supporting scientific research in the southern region to safeguard its electric generation infrastructure and promote environmental conservation. The initiative involves an investment of $2.4 million and is being carried out by CELEC SUR, a business unit of CELEC EP, in collaboration with two academic institutions: Escuela Superior Politécnica del Litoral (ESPOL) and Universidad del Azuay (UDA).

Under agreements with ESPOL, research is focused on managing unstable zones near hydroelectric plants including Mazar, Molino, Sopladora, Minas San Francisco, and Alazán. These studies utilize applied geophysics and satellite interferometry—a radar-based remote sensing technique that measures changes in the earth’s surface—to address geological risks such as landslides around critical power infrastructure.

Research conducted with UDA centers on monitoring local plant life and animal populations—specifically birds, amphibians, reptiles, and mammals—and understanding water flow in the Andean páramo ecosystem near the Mazar plant. The findings are expected to support sustainable water resource management.

CELEC EP’s environmental management plan also emphasizes building local capacity. As part of this effort, eight young people from areas near project sites have received full scholarships to study environmental engineering or renewable energy at UDA. These students are now in their second semester.

So far, CELEC SUR has allocated $1.3 million for these projects. Remaining funds will be disbursed as milestones are reached under the agreements with the universities. The partnerships are scheduled to continue through 2030 as part of a broader strategy to protect strategic infrastructure, manage watersheds, conserve resources, and ensure water availability.

According to CELEC EP: “These activities reflect the commitment of the Government of El Nuevo Ecuador to protect electricity generation infrastructure and its surrounding areas by involving academia for sustainable territorial development and strengthening the electricity sector.”

The technical data collected through these efforts will inform decision-making processes related to sustainability initiatives across affected regions.
