BIESS lowers mortgage rates to historic low for first-time homebuyers

Starting January 27, 2026, the Banco del Instituto Ecuatoriano de Seguridad Social (BIESS) will lower the interest rate for its Préstamo Hipotecario Vivienda Premier to 2.99%. The previous rate was 4.99%. This adjustment sets a record for the lowest mortgage interest rate offered by both public and private financial institutions in Ecuador.

The new rate is aimed at making monthly payments more affordable for borrowers and supporting national economic activity, especially in construction and related sectors. According to BIESS, this measure is based on technical, financial, and regulatory analysis intended to benefit members, retirees, and their families seeking to purchase their first home.

“With the application of this new rate, BIESS marks a historic milestone by offering the lowest interest for mortgage loans recorded in the country’s public and private financial system, thus strengthening its commitment to the well-being of insured persons and boosting the national economy,” stated BIESS.

The loan terms allow financing up to $50,000 for homes with a commercial appraisal of up to $55,049. If the property’s value is $50,000 or less, up to 100% financing may be granted. Eligible properties must be new, have never been used before, and include more than one bedroom.

Basic requirements include: employees must have at least 36 contributions (with the last 13 consecutive), voluntary affiliates need 36 consecutive contributions; retirees must have an active pension; affiliates with disabilities require a minimum of 18 total contributions. Family income should not exceed $1,527.94 per month.

BIESS reiterated its commitment “to strengthen access to housing and improve the quality of life of members, retirees and their families.”
